GMRS: Is full power always best?

Transmitting with 5 watts handheld and 50 watts mobile may cause problems

Is it best to run the highest possible power on General Mobile Radio Service frequencies? If you have a mobile radio, should you always transmit with 50 watts maximum? Should you always use 5 watts or more from a handheld?
